LWVNCSD Urges Escondido to Strengthen Encampment Ordinance Notice Requirements

The League of Women Voters of North County San Diego has submitted comments to the Escondido City Council opposing Amendment 2026-08 to the city's Local Encampment Ordinance as currently drafted. While commending Escondido's housing outreach efforts — which contributed to a nearly 12 percent decrease in unsheltered homelessness per the 2026 Regional Housing Task Force Point in Time Count — the League raised serious concerns about Section 17-8.6 of the amended ordinance.

The core issue: the ordinance calls for "reasonable notice" before encampment abatement without specifying a minimum timeframe. Without a defined notice period, people experiencing homelessness cannot adequately prepare to comply with the law, secure belongings, or address basic needs. Neighboring jurisdictions, including Vista and San Diego County, have established 72-hour notice standards. The League urges Escondido to adopt comparable language consistent with regional practice.
